EATO PERSPECTIVE

From portfolio governance to value governance.

A programme can meet its milestones and budget without delivering the expected transformation. Governing value means continuously connecting decisions, outcomes, risks and adoption.

The portfolio shows what the organisation funds and delivers. It does not always show what the organisation is actually transforming.

01

Define expected value

Translate ambition into observable outcomes: process improvement, risk reduction, service quality, decision lead time, data control or a new capability.

02

Connect value and trade-offs

Every material decision must make explicit the value protected, created or deferred, together with the operational consequences of the choice.

03

Measure transformation outcomes

Complement cost, time and deliverables with measures of use, adoption, operational quality and benefits actually realised.

04

Decide over time

Reassess the roadmap using available evidence: continue, adapt, accelerate, pause or redirect when value is no longer demonstrated.

THE GOVERNANCE QUESTION

What do we know today that we did not know when the initial decision was made?

Effective governance does not mechanically defend the plan. It turns new information into an explicit and traceable decision.

Ambition→Expected outcomes→Evidence→Trade-offs→Value realised
